I order federal troops in Louisiana and south Carolina to return to their bases
The last two states occupied with troops were Louisiana and South Carolina, but not anymore. No more active intervening within the politics of the states!
REMOVAL OF TROOPS= THE END OF RECONSTRUCTION
The removal of the federal soldiers was a major political turning point, It meant the end of the republicans commitment of protecting the civil and political rights of African Americans.
Home-rule meant that the Republicans would refrain from interfering in the South’s local affairs. Also intended that white Democrats, many of them racist, would end up ruling.
Now we home-rule
They abandoned the last remnant of support they had for equal rights of blacks. Not my business.

The aftermath: The promise was broken. Rapidly laws with segregation and disfranchisement of voting were passed.
