During the Vienna summit, Khruschchev warned Kennedy the he would not allow the flow of refuges into west berlin to continue. Kennedy responded that he was prepared to defend West Berlin.
At this point Khruschchev decided that the only option left was to East Germany was to wall itself off from West Berlin.
The United States and other Western European nation reacted with outrage to the building of the wall. Kennedy did not want to tear the wall down, for if he did it would risk war. He said "A wall is a heall of a lot better than war".
