  • The heat and bugs are miserable
  • And I wish the Constitution Convention would tell us what they are doing
  • Virginia Plan!
  • Power should be spread between two houses and based on population!
  • No, there should be one house with equal representation
  • New Jersey Plan!
  • Times are hard during the summer In Philadelphia, 1787.
  • The Constitutional Convention, led by George Washington, is hard at work in Independance Hall.
  • We will have to compromise.
  • However, they are torn over the argument of state's representation in congress.
  • Slaves should be counted!
  • If slaves aren't treated as people they shouldn't count towards a population
  • Bigger states wanted the Virginia Plan, while small states wanted the New Jersey Plan. This argument was destroying the convention.
  • Roger Sherman presented a plan with two houses, one would have representation based on population, while the other would have representation equal to all states.
  • The states agreed on this compromise, but it was not long before the issue of whether or not slaves would be counted in the population arose.
