Another compromise was presented, this time by James Madison. He proposed that each slave would be counted as 3/5 of a person, and this compromise was successful.
After the constitution was created it had to be ratified, but this would require 9 out of the 13 states to approve it. Federalists, who wanted a stronger central government approved of it, while the Anti-Federalists, worried about peoples rights, did not.
This issue was solved when the Federalists agreed to make a bill of rights if the Anti-Federalists approved the constitution. The Anti-Federalists agreed and the constitution was ratified.
