  • This was a government plan for the Northwest territory.

  • Congress could not raise funds, regulate trade, or conduct foreign policy without the voluntary agreement of the states.
  • Shay's rebellion was about farmer's land being threated to be taken away because they were promised they didn't have to pay taxes.
