  • The new territories such as Utah, New Mexico and California may never have slavery nor involuntary servitude.
  • Why? Much of California is in the south. 
  • It was stated in the Wilmont Proviso.
  • With this happening the North would have too much power!
  • Southerners as expected, opposed the Proviso.
  • Many argued it was unconstitutional.
  • Although Representatives approved it was ruled out by Senate.
  • The Proviso was approved by Representatives.
  • The Proviso could have been good and bad if it was issued it may have caused violence and riots within the south
