For the local minimums, you must put dots at 0, 3, & 5 on the x-axis. Next, for local maximums, you must put points at 2, 4, & 6. The max points must be higher than the minimum points. Finally, if the line is going up from one point to the next it is increasing and down means it is decreasing.
Imagine there's no countries, it isn't hard to do...
