John Quincy Adams wrote the Monroe doctrine in December of 1823. It was established and presented to Europe by James Monroe.
The U.S stated in the Monroe doctrine that all European countries should stay out of the western hemisphere or else they will have to retaliate. This showed that European countries really respected America, and they acknowledged the U.S's request and stayed out of the western Hemisphere.
The Monroe doctrine basically disregarded George Washington's whole farewell address by interfering in other countries business. But in the same way it had its benefits by establishing that other countries view us as a independent powerful country.
