First, everyday people, like you and me, think of something that could be a law. They send it to their elected officials, and they might write a bill.
Then, the bill can begin in the House of Representatives or the Senate when introduced by it's primary sponsor. In the House of Representatives, the bill will be placed in an wooden box called a hopper.
