Why is the ball not moving?
According to Newton's First Law the ball needs some sort of outside FORCE in order for the ball to move.
OK, so when this wind hits the ball it moves because the wind is an outside force.
Correct, the wind is an outside force.
Well if the wind made it go forward why did it not fly up?
The ball didn't fly up because it didn't have enough LIFT to overcome the WEIGHT of the ball.
Now try rolling this heavy metal ball it has much more INERTIA so it will roll much further.
Wow, that really did go much further.
Still much more to learn but you now understand Newton's first law.
