In 1789, a financial crisis led the French people to rebel against their government. Inspired by the American Revolution, the French revolutionaries demanded liberty and equality. At first, Americans supported the French Revolution. By 1792, however, the revolution had become very violent. Thousands of French citizens were massacred.

Washington had come to the presidency greatly admired by the American people. Throughout his eight years in office (1789–1797), he had tried to serve as a symbol of national unity. In large part, he succeeded. During his second term, however, opponents of Jay’s Treaty ledattacks on the president.
The XYZ Affair was sparked when America made a treaty with England while in the middle of a war with the French, which was "Betraying" them, so they sent diplomats to sort it out.
The acts targeted aliens, immigrants who were not yet citizens. One act increased the waiting period for becoming a U.S. citizen from 5 to 14 years. cts gave the president the power to arrest disloyal aliens or order them out of the country during wartime. A fourth act outlawed sedition, saying or writing anything false or harmful about the government.
