The first sanctions against Iran began in the House of the Senate, The Foreign Relations Committee is a standing committee that handles all foreign relations and drafted the bills that became the sanctions in 1979.
Ever since the first sanctions the standing committee has gone back to pile on more and more sanctions against Iran. Presidents can also impose sanctions through executive orders like Bill Clinton in 1995 which stopped commerce between private companies and Iran.
