Washington sent John Jay to London to try to solve problems with Britain; they agreed that the U.S. will pay debts owed, and Britain agreed to withdraw its troops from the northwest territory and pay for the ships that it had seized, but Britain refused to cease impressment of of U.S. sailors and right to trade. The Democratic-Republicans were angered by this, because they claimed that the U.S. had given too much away.
Washington included three main things in his farewell speech. First was a president should only serve for two terms, second avoid political factions, and lastly avoid european problems.
Alien & Sedition Acts
There were only two main political parties Federalists and Democratic-Republicans, because majority ,fifty-one percent and higher, could a president candidate must receive to run. Federalist were led by Hamilton, favor national power, supported Britain, believed in a loose understanding of the constitution, were for a national bank, and were for protective tariffs. Democratic-Republicans were led by Jefferson, favor state power, supported France, believed in a strict understanding of the constitution, were against a national bank, and were against protective tariffs.
Adams sent a mission of Pinkney, Marshall,and Gerry to France to try and make things right again with the French, and make the seas safe again.When they arrived they were met by the three agents of the foreign minister talleyrand who demanded that in order to see the French minister they pay a brid of $250,00, and a loan of $12,000. When they came back to the U.S. the Americans refused to pay it, and Adams refused to declare war on the French, but emphasize building up the military.
They Alien and Sedition were made up of four parts. First was the Naturalization Act which extended the amount of time a person had to reside in the states before they could become a citizen, second was the Alien Act which authorized the president to deport any resident alien considered dangerous to the peace and safety of the U.S., third was the Alien Enemies Act which authorized the president to apprehend a deport resident alien if there home country were at war with the U.S., lasty the Sedition Act which made it a crime to publish false, scandalous, and malicious writing against the government or an official.
The Federalist lost lost the presidency and Congress in the the election of 1800. When passing the Judiciary Act of 1801 President Adams and Congress used their authority to fill the court with federalist judges.
