The Articles of Confederation was set up so the 13 states could cooperate for common purposes and have a strong government. They could do a few things, but they couldn't collect taxes, so that was a problem, causing the Articles of Confederation to fail.
Judges ordered farmers to sell their land and livestock to pay off their many debts. This angered the farmers, and Shay's Rebellion was formed. Massachusetts ended the rebellion by sending militia troops to restore order.
The Constitutional Convention was formed electing George Washington as president. At first no one outside the convention knew what was happening. They made it that way so they could all speak freely and not have opposition or alarm in the public.
