Government is limited in what it could do, and each individual has certain rights that government can't take away. It is deeply rooted in English colonists.

Government should serve the will of the people. People should have a voice in deciding what the government should and should not do.
The English Bill of Rights

The Magna Carta made the power of the monarchy not absolute. It allowed other people to make and set laws.
The petition of right limited the king's power by demanding that the king not imprison political critics without a trial by jury.
The Bill of Rights prohibited a standing army in peacetime, except with the consent of parliament. Required that all elections be free.
