The tone is suspensful in a few ways. The tone is suspensful because in the story when the slips of paper were being drawn nobody knew who had got the slip of paper.

I think that the line that Mr. Summers says is considered as an Idiom because you cannot physically lend someone a hand. In the story Mr. Summers who is the host of the lottery says "some of you fellows want to lend me a hand".
It is symbolism because it represents what the true meaning of the lottery is near the end. At the beginning of The Lottery it says that the kids were collecting stones but we did not know what they were collecting the stones for. Towards the end of the lottery we figure what the true meaning of the pile of stones and the lottery.
In the story The Lottery, people have to draw to see who will be able to continue living and who will meet their end. Also they are ended by the whole community by being stoned to death.
