President John Adams had noticed things had become tense with France, for they started raiding US ships, and he decided to send Charles Pickney, John Marshall, and Elbridge Gerry to speak to French officials to solve the issue.
But once they arrived in France, they weren't greeted with officials. They were greeted with who historians now call, X, Y, and Z.
X, Y, and Z were French agents sent to speak with the US men by the minister. They told Pickney, Marshal, and Gerry that the officials would talk with them, if they loaned $10 million to France and a bribe of $250,000 to the minister.
When the news returned to John Adams in America, he was furious. But he made the correct choice (though it didn't seem it at the time) to not go to war with France.
John Adams decides to create something called the Alien and Sedition Acts. This made it harder for it for immigrants to become citizens and speak freely in the press. Now this would be a brilliant idea but it violated the First Amendment of the Constitution.
When Adams ran for president again in 1800, he ended up losing to Thomas Jefferson, one of the writers of the Deceleration of Independence and a Democratic-Republican. Jefferson removed the Alien and Sedition Acts once he took office,
