  • A proposition for the bill is written down and dropped in a box (hopper) until a member of the House reads it

  • Speaker of the house refers the (public) bill to the house committee on Transportation and Infrastructure. It is then assigned to a subcommittee on Highways and Transit for a hearing.

  • After the hearing, the bill is revised . In amending the bill, John of the committee requests that more bus signs be put up in school neighborhoods. Rick accepts this because he really wants the bill passed and adds it as a rider. This is an example of logrolling.
