Storyboard Text

  • I am George Washington, president of this meeting.
  • Welcome to the Continental Congress!
  • Today we will be discussing the plans for a new government.
  • So, gentlemen, where do you stand on the issue of slaves?
  • We have delegates from most of the states here to argue for their opinions today.
  • No no no! That's not right! Slaves are in the state, they should count for representation only!
  • I think slaves should count towards taxed population, but not represented population.
  • That wouldn't be fair. Representation should be equal, and slaves should count for tax because they too live here.
  • The states are different sizes, their number of representatives should reflect the size of the state!
  • But not all states have slaves, so it isn't fair to give already large states more power over the others.
  • Now hold on there, old man. We need slaves here to run the farms.
  • Please don't tell me you agree with this foolish notion. What do you think, George?
  • I don't think we should have slaves at all! This country is based upon freedom for heavens' sake.
  • If I can't have slaves, then I'm not signing! I think my fellow Virginians can agree on that!
  • Well, since none of you can agree, how about this: only 3/5ths of the slaves count for representation, same for taxes...
  • Sounds fair. I.
  • That might work. I.
  • As long as we can still have slaves. I.
  • That sounds agreeable. I.
  • It seems I can't win. I.
  • ... All agreed, say 'I'. And as for representation in Congress, we can discuss that after lunch.
