As the game starts, the player will receive a distress call from a civilian. The 999 Phone call comes through to the operator, the player will be listening to the conversation, while a cutscene of the incident is shown to them.
The Player then has to navigate to their resources and call in all available units to assist with the incident. Navigating around the city they will have to ensure that they keep an eye on the incident in case anything further happens.
Once all available resources are on the way the player can choose to "possess" a unit which will allow them to control them, this brings them to a third/first person perspective which will allow them to navigate through traffic and road closures quicker. Although this takes their eye of the scene at hand.
While avoiding roadworks and other road issues along their way, the player now can concentrate on the scene itself by clearing up the incident and triaging the injured. They will now have to concentrate on preserving life preventing traffic build up and clearing the scene in quick and effective manner
Once the scene is cleared the player will be marked on time, casualties and how effective they used their resources to hand.
The mission will be complete after all casualties are either healed or in hospital, along with the scene being cleared and traffic returned to normal on the road.
