Storyboard Text

  • ...And that is the bill I am introducing.
  • In a meeting of the House of Representatives, the bill is introduced.
  • I'll have it sent to committee right away.
  • I like it!
  • Yea
  • Yea
  • At the committee meeting, the members discuss the bill and vote on it. It is sent to a rules committee as well, where rules for the debate are established.
  • Nay
  • Hopefully this compromise satisfies both houses.
  • Alright, majority rules. The bill is passed. I'll send it to the rules committee.
  • The House debates the bill, and if a majority votes in favor of the bill, it gets sent to the Senate.
  • This bill would change lives for the better.
  • I agree, it seems very beneficial.
  • I don't know if i really agree.
  • The process repeats in the Senate (minus the rules committee.) The bill is introduced and sent to a committee. Once the committee has passed it, the Senate debates. They may also add amendments. If this happens and the House rejects any changes, the bill is sent to a conference committee.
  • I think we can all agree to vote for the bill if this amendment is added.
  • The conference committee comes up with a compromise. If both houses have a majority vote in favor of the compromised bill, it goes to the President
  • The President can do 1 of 3 things. 1) Sign the bill and make it a law.
  • 2) Veto the bill.
  • I'm going to pass this bill.
  • 3) Not do anything to the bill for 10 days. This will make the bill a law if Congress is in session.
