A Representative or citizen comes up with an idea for a law
The Representative talks with other Representatives about the bill in hopes of getting their support for it
Groups of Representatives review, research, and revise the bill before voting on whether or not to send the bill back to the House floor
When the bill is sent to the president he can, sign the bill (it then becomes a law) refuse the bill or they ignore it (it will instantly become a law depending if congress is in session)
The bill then becomes a law
