The author really wants the story to feel dramatic. Like very suspenseful, so that it's like we don't know what's gonna happen next.
I think that the most obvious meaning in this short story is karma. An example is how the general was killing every human that would wash up on his island. He never would've thought that someone would've out smarted him because he thinks he's the best. But obviously Rainsford did, and i find that the general had it out for him. He deserved it.
