Rush Shah wasn't modernized like all the other cool countries. Rush Shah was still weighed down by many issues that the other countries were past, like serfdom.

Things got even worse for Rush Shah when Brit Tin, Frank, and Otto defeated him in the Crimean War, a fight about a balance of power and competition.
Rush Shah needed CHANGE.
In 1855, someone came to the rescue. Alec Sander II brought revolutionary reforms to Rush Shah, suddenly boosting social progress and modernization. He got rid of serfdom and introduced the zemstvo, a government institute that was a step towards constitutional monarchy.
