Hamilton presented his plan to the congress in 1790. He had 3 three steps to improve the nation’s finances. They were paying off all war debts, raising government revenues, and creating a national bank. Hamilton asked Thomas Jefferson of Virginia to help him gain Southern support and they reached the compromise.
The conflict arose over the government’s tax on whiskey, part of Hamilton's financial plan. Because of poor roads the backcountry farmers had trouble getting their grain to market. Wheat and rye where easier to carry as liquid so the farmer’s made it into whiskey. Washington was prepared to enforce the tax and crush the Whiskey Rebellion. Washington proved his point, he showed that the government had the power and will to enforce its laws.
A financial crisis led the French to go against their government in 1789. The French revolutionaries demanded liberty and equality. Jefferson had felt that a move to crush the French Revolution was an attack on liberty everywhere. In April 1793, Washington declared that the United States would remain neutral.
