A new law is proposed or changed discussed in the cabinet. If the government decide to agree then they ask lawyers to draft a bill.
Copies of the bill are given to everyone in the lower house. then the bill goes through a 'Second Reading'. During this stage the responsible leader describes the main purpose

The bill is debated again this time more in detail. Changes to the bill may be made at this point in time.
The bill has more changes to it but is put through a 'Third Reading'. A vote is taken and if the majority vote for it the bill is passed to the Senate.
The Senate goes through the similar processes but if the Senate want to change something it goes back to the House of Representatives for another vote. The Senate can approve or decline if approved it goes to the Governor General for royal assent.
If the governor-general approves the bill and signs it, it becomes an act of parliament. It is legally binging for everyone is Australia.
