Potential Risk 2; If the police or someone important sees the underage teens drinking and especially near a beach they could get in trouble.
Harm Minimisation 2; to avoid getting in trouble with the police the teens (if they want to drink) they could relocate to a house supervised by an adult.
Potential Risk 3; In this situation Angela could be peer pressured into doing something she might regret. The drunk friends could also say something to Angela that they don’t mean.
Harm Minimisation 3; to reduce the harm of this situation they could simply not get drunk in the first place. You don’t need to get drunk to have a good day time.
Outcomes of strategy 3; If the teens do not drink alcohol and still have a good time, then they know that they cannot get in trouble with their parents or even that police.
