Prometheus knew that his humans would not live long lives, and their meaningless lives have zero ACTION in it. To spice things up , Prometheus gave humans a series of gifts including fire and shelter.

Fire symbolizes a necessary tool that humans were given as a gift. According to myth, fire did not exist until Prometheus offered it to his new creations. Nowadays fire still has the same abilities to both create/destroy. Giving fire to humans was one of the reasons Zeus tormented Prometheus.

Although they possessed medicines, they were still prey to disease. They suffered from floods and drought and famine. Even though humans were created from a Godly presence, they still lacked immortal qualities that all of the Gods on Olympus had.
Zeus ain't no playing no games

Zeus allows Prometheus to keep his humans, but they must praise Zeus and Zeus must have higher authority and power over all of them. His greediness is revealed here because Zeus is trying to take advantage of a creation he had no part in creating. This is where we first start to establish the struggle between Gods in the story
Zeus declared "Prometheus, you are not the only immortal who has a kind heart! I hereby declare that they (humans) may keep for themselves what remains! And, of course, the appropriate offering for the Greatest of the Immortals is the rich ox meat!"
"Why, Zeus, what is the power of mortal men compared with the power wielded by the Lord of Olympus? It is not as if my frail creatures are Titans or gods that you should fear them! They are weak, and they live but a day in the eternity that belongs to those of us who are immortal"
Once again, we see the struggle between Gods. In this case, Zeus's selfish nature is used to threaten Prometheus. Like always, Zeus wants everybody in the world to recognize himself as HOLY ALMIGHTY!! Zeus is frustrated that Prometheus enabled these humans to be so gifted, even though Prometheus makes his plea that they are still indeed MORTALS.
Instead of listening to the wise judgement proposed by Prometheus, Zeus makes the instinctive decision on sentencing Prometheus towards an eternity of pain & torture. On top of that all, Zeus introduced men to women which brought more chaos towards a developing Earth. Often times in Greek mythology we find Zeus acting out of impulse and not considering the wise consul of his peers.
