  • This Convention needs to be kept secret!
  • Roger Sherman
  • We will have 2 houses based on the state's population, bigger states get more representatives.
  • It's a hot, musty day in Philadelphia in 1787, and important people are ready for the Constitutional Convention.
  • Every state should get the same number of representatives!
  • George Washington is telling the Convention that it needs to be kept in secret, for he fears that important information could get leaked.
  • We should instead combine both plans into one, where we have 2 houses, one based on population and one with 2 representatives.
  • James Madison presents the Virginia Plan which appeals to the big states, but not to the small states.
  • Slaves should be counted as property.
  • Slaves should count for the population.
  • William Patterson countered by proposing the New Jersey plan, which mainly benefited the small states.
  • Finally, after some inconclusive ideas, Roger Sherman presented the Great Compromise, a compromise of the Virginia and New Jersey Plans.
  • Now the problem is whether or not to count slaves in the total state population.
