The Stamp Act Congress was a group of colonists that decided to make the petition, "No Taxation Without Representation" so the colonists didn't want tax without having a representative at the meetings to make taxes. Since, the petition didn't work, they decided to boycott british goods, the only reason the king gave in was from the boycotting.
