Why did they change: He changed because he started to realize that the girls were liars when innocent people were accused of witchcraft
Character Change:In the beginning of the book he believed there was witchcraft going on in the village towards the end of the book, he starts to question the girls because he thinks they're lying
Character Development: At the beginning, Mr. Hale wanted to find witches and convicted some of them. As the time went on, he started to realize that many innocent non-witch related people were accused of witch craft. In the end, he wanted to save people.
