After their surgery, efforts should be made to find the families of the former eejits. If the eejits remember their families or friends, then these families should be tracked down. If the eejit cannot remember their family or friends, then “do you know this person” posters can be placed all around Aztlan, as well as advertised by the Lost Boys.
Step Three: Outside Forces Now, you must cut ties with all allies of Opium, as they likely supported how it was run before and are likely to be corrupt as well. If any refuse to accept this, then a treaty should be signed to ensure that the countries are no longer affiliated.
After this is done, you must shut down all trade with other countries. If necessary, an embargo should be set up in order to prevent any other countries from attempting to export or import goods.
Step Four: The Poppy Fields Now that there is no more trade of opium occurring, the massive opium poppy fields should be destroyed. This can be done in many ways, such as blowing up the fields or killing all the plants with toxic gases or even using some sort of machine to pull out all of the poppies. You must ensure that all of the poppies are disposed of so that they will not regrow.
Step Five: Urbanizing Now that the country is no longer corrupt, build cities and towns in the ruins so that people can come to live in the "extension of Aztlan". The materials used to build the eejit pens and some of the Alacran mansion can be used to build houses. You must ensure that all necessities for a successful country exist; such as a police force, a stable government, medical care, etc. Any eejits or Lost Boys without family can live here.
No longer will the Alacran mansion cast a shadow of terror, no longer will the image of a scorpion strike fear in the hearts of all who see it. You have successfully dismantled Opium.
