  • Once he's system went public Hamilton asked if the U.S. government could make a national bank. This is where they would manage the national debts and give out bank notes and paper money.
  • Whiskey Tax
  • Madison was against making a bank. He felt that making a bank was not in the governments list of powers. Hamilton and Madison argued over the making of a bank, but congress passed the Bank of the United States in 1791.
  • Federalist's
  • In 1791 congress put a tax on manufacture of whiskey. The citizens of the U.S. were not happy about the the new tax on whiskey so they decided to have a Whiskey Rebellion which started in 1794 in Pennsylvania because farmers were not happy.
  • Republicans
  • George Washington led 13,000 troops into Pennsylvania to stop the rebellion but the citizens didn't even put up a fight. This rebellion had no bloodshed.
  • After the debate over Hamilton's financial program it divide congress into opposing groups. This formed the first ever parties. Hamilton favored a strong national government and thought that democracy was dangerous to the freedom of the United States. South and west states supported Democratic-Republics.
  • Jefferson felt that land enabled people to be independent, and too much emphasis on commerce would cause a divide between the rich and the poor. He believed that the rich would hurt the government and threaten peoples rights. Jefferson stood for the right of states. Mostly the Northeast states supported Federalists.
