Even though bullying is an epidemic, no stance should be taken.

Because of abnormal thirds, they are easy targets for everyone else to pick on, and beyond that, people get taken down just for being better than everyone else.
School shouldn't be just a social chain for people to try and climb, these children are America's future!
School is supposed to be a safe haven for everyone, a place to learn, but instead is a place of social ladders, and a place of bullying and harassment, a system that pinches learning possibility, and a broken system that has to be fixed.
While it might be easy to just say that stricter policies will just cause clever students to take advantage of the system and turn it on each other, a successful implantation would mean fear tactics would be used to prevent this, as caught students would face severe punishment.
It goes without saying that action needs to be taken. Over one third of harassment towards Jewish people has been at school, if this statistic carries than it's easy to assume that millions of people are affected, from skin to disability, and this needs to be stopped immediately.
