The Articles of Confederation had been proven to be weak. Politicians from all over the states came again to discuss this issue.

The politicians met in a townhouse in Philadelphia and dicussed how theey were going to change the Articles of Confederation.
We need to get rid of our articles of confederations and create a new constitution for this country.
What ideas do you have for this new constitution?
As the politicians expressed their ideas, the issues of representation and slavery came up. From the big states, they suggested representation should be based on population, the small states suggested equal representation. The states in the north said slaves could not vote, the south responded that slaves should vote.
Representation should be based on equal representation and slaves should be able to vote.

2 people came up with ideas that would put the arguments to rest. One person said that Congress would a bicameral legislature. Another said that 3 out of 5 slaves will count as one voter.
We can have a bicameral legislature. 3 out of every 5 slaves will count as one person.
After they sorted the representation and the slaves being able to vote. The politicians saw the constitution and some politicians disapproved. Why? There was no Bill of Rights!
There is no Bill of Rights!! We need a Bill of Rights
The politicians split into two parties: the federalists and the anti-federalists. The federalists came prepared and passed around essays which allowed the constitution to be ratified. After that, the Bill of Rights was added to the Constitution making the anti-federalists plaeased.
Now, at last, we have a Constitution that will last for more than 200 years.
