  • It is so hot. Disease is spreading like wild fire.
  • Finally, we get to fix this mess.
  • How should the representation work?
  • The summer in Philadelphia was very hot and there was a lot of disease. No body bathed and waste was just thrown out into the street.
  • I represent Virginia. We think that the number of representatives should be determined by the population of the state.
  • The constitutional convention is about to start. The people involved in the convention have been waiting all summer in the disease infested Philadelphia.
  • I represent New Jersey. We say that each state should have the same number of representatives for both houses.
  • I am Roger Sherman. I have come up with a compromise for this dispute.
  • The convention decided to have two houses that represent the people in the legislature. They just don't know how many representatives each state should have.
  • This plan only benefited the big states. It gave them a lot more power than the small states. Naturally, the small states did not like this plan and wouldn't accept it.
  • The small states loved this idea because it gave them more power. It meant that if there were 70,000 people in Rhode Island and 650,000 in Virginia, They would have the same power. This was not fair for the big states at all.
  • Roger Sherman's compromise stated that one house should have the number of representatives based on population of the state, and in the other house, each state would have the same number of representatives.
