The Japanese accused the Chinese for tampering with the Japanese railway in Manchuria, causing the Japanese to take action with the Kwantung Army.
The Japanese took over all of Manchuria, and China filed a report to the League of Nations, to which the League took little action.
The League of Nations had problems forcing any decision due to the fact the United States didn't join the League of Nations, and didn't support the actions it took.
