The city has rerouted these waterways... Now my harbor has filled with sediment!

The city of Baltimore did not violate the constitution. The Bill of rights only refers to the federal government, and is ineffectual in state affairs.
The City of Baltimore provides no such laws or protections to your property, so they have not committed a crime.
Therefore, every citizen is a "dual citizen". In addition to being a citizen of the United States, you are also a citizen of your own state and must abide by both sets of laws.
