  • The theme of the Tragedy of Romeo and Juliet is that even if the government didn't punish you for doing bad things the universe will. Through the dialogue of the prince and the death in the universe,  these punishments are equal. Although the government's punishment get lower,  it's not mean they couldn't accept the punishment from the universe. They get more punishment from the universe. So they got the invariable punishment from universe and government.

Heaven has figured out how to kill your joys with love. Because I looked the other way when your feud flared up, I’ve lost several members of my family as well. Everyone is punished. "(Act V scene iii)
  • This is the first punishment from the prince. He said if there is more fighting, they will get the punishment for death. The prince sat this punishment is to maintain the peace for his city and Montague and Juliet. It's to help Romeo and Juliet's love plot to go forward.
  • After Romeo killed Tybalt, the prince didn't follow his low to kill Romeo. Romeo killed Tybalt is to revenge for his cousin. The prince has considered about this so the prince didn't follow his low. The prince didn't kill Romeo and he just expel Romeo from his city.
