It is a proven fact that alcohol heats faster than water does.
This is evident in the experiment, because the initial temperature of water and alcohol was 22.4 C and 22.2 C, respectively. After being heated for a minute, the water was at 23.2 C and the alcohol was at 24.5 C.

This is due to water having a high specific heat. The amount of energy required to raise the temperature of water by one degree Celsius is quite large, while the amount for alcohol isn't. Because so much heat loss or heat input is required to lower or raise the temperature of water, the final temperature was lower than that of the alcohol.
