Elena arrives in Miami alone through without her family, she was able to do this through Operation Peter Pan, unfortunately she was separated from her family. She had to face a new that was imaginable. Page 5 — The Freedom Tower, Operation Peter Pan, brought fourteen thousand unaccompanied Cuban children and young people to the United States between 1960 and 1962.(Gibson, 386)

Elena went to the Freedom Tower and was processed as a refugee. Many others like her got processed. This was a movement that made Miami a place for the Cuban Refugees. "The Freedom Tower served as a reception center for Cubans from 1962 to 1974 — the Ellis Island of the South." (Gibson, 383)
