I also saw her on the bus, and I said hi to her, and she just waved at me, and then turned back around.

There's a condition called Selective Mutism that causes someone to get so overwhelmed, or nervous that they physically can't speak or move. It's because they're so frozen in fear that they look like a deer in headlights, like you said the girl was doing.
She's not trying to be mean or not respond to you, she just can't control her speaking, if it she gets too overwhelmed. That's probably why she waved to you on the bus too. She's in a new setting that she's not totally comfortable in yet, so you just have to be patient with her.

Well, I struggled with this as a child too, and it always helped me to get away from the place that was overwhelming me. Maybe ask her to sit with you outside for lunch tomorrow. It might make her feel more comfortable in talking when she's not in a crowded place.
