There was some bad in the Good Neighbor Policy. For example, Argentina was still closely aligned to the UK and Germany. American economies became reliant to the US economy. It also directly and indirectly supported pro-US dictatorships.

The impact of the Good Neighbor Policy in the United States was that trade was made freer between Latin America and the U.S. The U.S. exports to Latin America increased, and U.S. investment in the region increased. It also influenced Latin America to join the side of the Allies during World War II.
FDR used his good relations with Latin America and Canada as an example for international cooperation. He hoped this example would encourage friendly behaviors and avoid war.
The impact that the Good Neighbor Policy had on Latin America is that the U.S. became largest trading partner of all L.A.countries. This greatly helped Latin America's economy.
