The Constitutional Conventions starts and people begin picking sides.

We should get rid of the Articles of Confederation and start over! We need a strong central government that ties us all to together.
No we shouldn't! This is absurd thinking that this would help the colonies! If we were ever to sign the document there has to be a bill of rights
We need both!
The arguing begins! The federalists want to make a new document and the anti-federalists want to modify the Articles of Confederation. The federalists (Ben Franklin, George Washington) want a strong central government too. Meanwhile the anti-federalists (Patrick Henry, George Mason) wanted state governments and a bill of rights.

The constitution is finished! The adding of a bill of rights has gotten 9/13 votes needed.
