- This committee will take as much time as they need to deliberate. They will often refer the bill to subcommittees which may hold hearings, listen to expert testimonies, or amend the proposed legislation before giving it back to the full committee to consider it. The full committee might accept (or reject) what subcommittees have recommended and they might hold their own hearings.
- Often, the bill will die at this step because the committee/subcommittee does nothing with it and is not invested in its passing.

- If the Committee has acted affirmatively, the bill will be sent to the Rules Committee. Here, the committee will decide when the debate in the full House will be scheduled, its length, in what order parts of the bill will be considered in. Bills will either be closed or open rule. With closed rule, limits are placed on floor debate and amendments are prohibited (this is what the supporters of the bill usually prefer). With open rule, damaging debate is allowed and it becomes easier to add amendments that weaken chance of the bill passion (this is what opponents of the bill usually prefer).
