The Clara Lowe CaseRalph Williams is suspected of killing Carla Lowe
Carla Lowe, 21, who was brutally beaten and killed while waiting for a train in Florida at Delray Beach in November 1983. The same day that Lowe's body was found, detectives had arrested Williams on unrelated charges.
Williams was arrested on grand theft auto and burglary charges the day Lowe’s body was found, but investigators weren’t able to tie him to her murder. The technology used to crack the case is known as a recovery machine, CBS Miami reported. It’s being eyed for use in other Delray Beach cold cases, Clancy said.

Due to technological advancements, that is no longer true, and Williams was arrested on Monday and charged with first-degree murder with a weapon after his fingerprints were found on an item left at the 1983 crime scene.
Williams, of Jacksonville, remains held without bond on a first-degree murder charge in Duval County, online records show. It’s unclear if he’s hired an attorney.
