Its a real doozie.
It could have snowed on christmas when I got my sled.

A blizzard blows through and Palmer doesn't like that it snowed 1 day before he had to go to school. He is also upset that he didn't get to use his sled that he got for Christmas.

What am I going to do with you dumb bird. You just tap on everything
A pigeon arrives at Palmer's window while he is sleeping and taps on the window with it's beak.
There you go buddy.
Ah. Ha. I'll feed you.
Palmer doesn't know what he should do with this pigeon that has come to his house. He doesn't know weather to keep it or try to get rid of it.
Palmer lets the bird in and asks himself what to do with it. The bird just taps on the desk and acts dumb. He is thinking about feeding the bird.
Palmer finally figures out that he is going to feed the pigeon some cereal and lets him eat it. He now has to figure out what he is going to do with this dumb bird.
