Children mingle before their parents arrive and talk about trivial matters such as farming and children. Other important figures such as Mr. Summers, the man in charge of conducting the lottery, and Mr. Graves, a postmaster, have also been introduced.

- The initial incident happens when the lottery officially begins and the villagers start drawing slips of paper from the black box. This moment introduces the main conflict because the lottery is serious and dangerous, not just a harmless tradition. - The rising action happens as the villagers continue drawing names and the tension increases. When Bill Hutchinson is chosen, Tessie begins to protest and says the lottery is unfair.
