The Creation of a Bill: The Members of the House or Senate will introduce bills for consideration of the congress. The House will introduce the bill and the Senate clerk will assign a legislative number passing to a Committee.
Committee Action:Usually, a committee is assigned to study the bill according to its subject matter. Often a committee will refer the bill to one of its subcommittees.The full committee will make a recommendation to pass the bill, revise and release the bill , or to lay the bill aside .
Floor Action: This bill will be revised by the House or Senate debate they good points and also their counterpoints, and can be change adding additional text or propose to amendments to the bill.
Vote:House and Senate members vote on their respective versions of the proposed bill.
Conference Committees:A bill must be approved by both Chambers of Congress.the Senate amends and agrees to a bill or a version of a bill that the House has already passed or when the House amends and passes a Senate bill, the approval and will also include statements of legislative intent regarding provisions of the legislation in a Joint Statement.
Presidential Action:The bill is passed by both Chambers it is sent to the President for his approval or his signature. If the president refuses he would make a veto forbidding this law and is he don't ignore this proposal after 10 days this law will be approval to become a new law.
