- The highest ruler of all of Ancient Egypt was the pharaoh. A pharaoh could be male or female and they were considered and worshipped as a god. Some famous pharaohsare: Akhenaten, Tutankhamun, Hatshepsut, Amenhotep III, Ramses II, and Cleopatra VII.
